Obvious questions to ask about the wild swings in the number of arson incidents reported would be:

What changes occurred in reporting/record keeping procedures, who made those changes, what were the official reasons for said changes?

(And then, just maybe, who might have BENEFITTED from such changes?)

About the (empty) Santa Ynez reservoir which doesn't seem to officially exist now?

I would suggest looking at the Wayback Machine for pre 2021 captures of those "California Department of Water Resources’s list of reservoirs". Then just ASK them if they stopped listing whenever they quit using it due to the cover being compromised.

The Santa Ynez reservoir doesn’t appear in any of the archives of the Cal Water site of what is available through the internet archive. One of the links in the story is an example.

Why that is will take more time to find out and possibly a FOIL request. It almost appears like it was a private reservoir.

Will certainly be following up on the swings in arson reporting in another post.

Not sure if this will help for future searches, but I found this list of water system facilities that includes the Santa Ynez Reservoir, along with its ID number: https://sdwis.waterboards.ca.gov/PDWW/JSP/WaterSystemFacilities.jsp?tinwsys_is_number=2544&tinwsys_st_code=CA

The list above also mentions a Pacific Palisades Reservoir, which I don't think was on the list you shared either, although it's identified on a map in a water quality improvement study from 2003: https://www.ladwp.com/sites/default/files/documents/Santa_Ynez_Reservoir_Initial_Study_MND.pdf

Good to know about, but it seems to be missing information and out of date. Maybe just sloppy recordkeeping. Either way, nobody can tell if the reservoir has/had water as needed, which is what these status sites are for.

Yes, both are from previous years. My thinking was that you could use the reservoir ID numbers to ask for records via a PRA (FOI) request, if you wanted to continue yoir search in the future.
